Write to COSLA and the Scottish Government about "No-One Left Behind"

In August 2024, Audit Scotland found Scotland's digital inclusion strategy has no clear action plan and no defined accountability. The commitment to "No-One Left Behind" exists on paper. The delivery does not. COSLA and the Scottish Government were asked to publish a clear plan with defined leadership by end of 2024/25. No such plan has been published.

Subject: "No-One Left Behind" — request for published action plan following Audit Scotland findings

Dear [name / To whom it may concern],

I am writing about the Scottish Government and COSLA's commitment to "No-One Left Behind" — the digital inclusion pillar of Scotland's Digital Strategy.

In August 2024, Audit Scotland published Tackling Digital Exclusion, which found that approximately one in six Scottish adults remains digitally excluded, and that since the pandemic-era Connecting Scotland programme, momentum has stalled and leadership has weakened. Most significantly, Audit Scotland found that there is no clear action plan for reducing digital exclusion, and that it is unclear who is responsible for delivery across Scottish Government, COSLA, and the third sector.

Audit Scotland called on Scottish Government and COSLA to develop a clear action plan, with defined leadership and accountability, by the end of 2024/25.

I am not aware that such a plan has been published. I would like to ask:

1. Has a clear action plan for reducing digital exclusion been published in response to the Audit Scotland recommendations? If so, where can I find it?

2. Who is now the named accountable lead for delivery of the "No-One Left Behind" commitment, within both Scottish Government and COSLA?

3. What specific, measurable actions are being taken in 2025/26 to reduce the number of Scottish adults who are digitally excluded?

Audit Scotland is Scotland's independent public spending watchdog. Its August 2024 findings represent a significant accountability failure on a stated national commitment. I would welcome a substantive response.
